About Andaman and Nicobar Islands




Andaman and Nicobar islands, one of the seven union territories of India, is located at the juncture of Bay of Bengal and Andaman Seas. It is a group of exotic nature-rich islands, where you will find people from many parts of India along with the local indigenous tribes. Andaman &Nicobar is an archipelago consisting of 570 islands, of which only 36 are permanently inhabited. This tropical Islands with 86% of land area under green forest cover, is a gaudy destiny of the travellers. The capital city Port Blair hosts the A&N administration and the first integrated tricommand of the armed forces of India. The main place to visit in and around Port Blair includes Cellular Jail, Ross Island, Viper Island, Wandoor and Chidiyatappu beaches etc. Havelock Island, which is 41 kms from Port Blair, has the Radha Nagar Beach, which is identified as Asia's Best Beach.

About Andaman Law College





Andaman Law College started functioning from 2016, under Andaman & Nicobar Islands Legal education Society (ANILES), a society fully funded by Andaman & Nicobar Administration, to impart legal education exclusively to Tribal and other population of A&N Islands. At present the college offers a 5 year integrated B.A.LL.B., course for the students of the Islands. The College is affiliated to Pondicherry University and also recognised by Bar Council of India (BCI).

Background and Objectives of the Seminar


According to 2011 Census, India has 104 million Tribal populations, which is around 8.6% of total population. Tribal population is majorly found in Andhra Pradesh, Chhattisgarh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, West Bengal and some North-Eastern states, and the Andaman and Nicobar Islands. Health and educational facilities have not reached the Tribal areas fully due to geographical and cultural reasons, which create barriers to get proper health care and education. The encroachments of forest areas due to developmental activities are slowly depriving their economic advantages of using forest. The Constitutional provisions have always secured the rights of Tribals in India through reservation and other provisions. Article 16(4) of Indian Constitution empowers the state to make reservation for backward class of citizens, which includes Tribals. Through Article 330 and 332, Government of India have reserved seats in Lok Shaba and State Legislative Assemblies for their political participation. Article 19(5) protects the civil and domicile rights of Tribals in any part of the country. Article 46 directs state to positively discriminate for the welfare of weaker section, in particular Scheduled Caste and Tribes to protect them from exploitation.

Article 275(1) provides grant-in-aid for approved Tribal Welfare Schemes. Article 338 of The Constitution of India grants the right to appoint a Commissioner to look after welfare activities of tribes. The Panchayats (Extension to Scheduled Areas) Act, 1996 or PESA was enacted by the Government of India for ensuring self-governance through traditional Gram Sabhas for people living in the Scheduled Areas of India. In this direction, the Government of India passed the Forest Rights Act, 2006 to protect the rights of Tribals in forest area. The Scheduled Castes and Tribes (Prevention of Atrocities) Act, was enacted in 1989 to prevent atrocities against scheduled castes and scheduled tribes. Andaman & Nicobar Islands, being home for many endangered tribes, drew the attention of the Government of India immediately after independence for their protection. The Andaman and Nicobar Islands (Protection of aboriginal Tribes) Regulation, 1956 was intended to protect the interests of socially and economically backward aboriginal tribes, in the Andaman and Nicobar Islands. The Andaman and Nicobar Islands (Tribal Councils) Regulation, 2009 provides greater autonomy for the Nicobari Scheduled Tribes to manage their affairs through councils. The JARWA Policy of 2004 protects the Jarwa tribes from outside interference and preserves their social organisation, mode of subsistence and cultural identity. The Andaman & Nicobar Islands (Protection of Aboriginal Tribes) Amendment Regulation, 2012 safeguards and protects the endangered tribes from extinct by protecting their interests.

The present seminar is an attempt to critically evaluate the status of Tribals through inter-disciplinary approach using perspectives from Anthropology, Sociology, Political Science, Economics and Law to identify and understand the grey areas in Tribal research and to suggest legal and policy measures for Tribal welfare. Such critical academic endeavour, involving academicians, policy makers and practitioners will widen the research scope of Tribal discourse contributing towards Tribal development and empowerment.

Seminar Structure


Full Academic Paper Session
Individual authored or co-authored research papers will be presented in this session. The presenter will be given 15 minutes for presenting their work. The author needs to send an abstract of 500 words, with a list of 3-5 keywords.

Round Table Session
This session is proposed to engage administrators / policymakers/ legal experts/ social scientists to engage in a discussion with government stakeholders/practitioners regarding the practical approaches in dealing with the issues related to the theme of the seminar. Interested NGOs, research institutions and individuals can send 500 words abstract and a list of 3-5 keywords.

Poster Presentation Session
In this session, the authors will explain their poster, related to the seminar theme, to the circulating audience. Posters can be related to their research work, field work or based on their practical experience working with Tribals. The author needs to send an abstract of 500 words, with a list of 3-5 keywords.

Important Instructions


 The author is required to identify the broad topic for their proposal to help us in allocating the proposal to the subject-expert for review of the proposal.

 An author can submit only one proposal and to only one session.

 The submitted proposal will be evaluated based on relevance to the theme and broad topics of the seminar, originality of the proposal, policy significance and engagement with the broader research area of Tribal studies. The papers may be theoretical, applied or policy oriented.

 Well researched papers from the presented papers will be published in the form of a book after being reviewed by experts.

 Other than paper presenters, any other scholar or working professionals, who wish to participate in the seminar, are welcome to register and attend the seminar.

Abstract and Full Paper Submission


The abstract for the full academic paper, round-table and the poster presentation sessions should reach us on or before February 20 , 2018. The abstract will be reviewed by a minimum of two subject experts the and the selected presenters will be notified by February 24 , 2018. The the accepted presenters should send their full papers by March 10 , 2018 and Registration fees should be paid on or before March 2 , 2018.
